Knoxville dumpster permit rules
- Driveway or private property: the City's right-of-way permit rules don't apply. Check your HOA or lease rules.
- Street, sidewalk, curb lane or alley (City right-of-way): anything that restricts pedestrian or vehicle flow in the right-of-way needs a right-of-way permit and/or Temporary Traffic Control Permit from the City of Knoxville Department of Engineering (City Code Sec. 23-71).
- A traffic control plan showing cones, signs and their locations must be approved before work starts. Allow at least 2 working days for review, or 4 working days downtown (CBID) and in the UT / Fort Sanders area. Contact Traffic Engineering at 865-215-6100 or [email protected].
- The City doesn't publish a dumpster-specific fee. The code sets a $5 minimum permit charge, and anyone who blocks the right-of-way without a permit is charged double the permit fee (Sec. 23-71(e), 23-75).
- State routes (such as Kingston Pike or Chapman Highway) are permitted by TDOT, not the City.
- These rules cover the City of Knoxville. Farragut, Maryville and unincorporated Knox County set their own rules.
